The Joint Negotiating Council (JNC) Under the aegis of Non-Teaching Staff Unions of Osun State Owned Tertiary Institutions has threatened to embark on indefinite strike action to press home their demands from the government.
The four state-owned institutions are;
Osun State College of Education, Ilesa;
Osun State College of Education, Ila-Orangun; Osun State Polytechnic, Iree; and Osun State College of Technology, Esa-Oke.
A letter addressed to the Chairmen of the Governing Council of the Osun State-Owned Institutions jointly signed by the chairman and Secretary of the Joint Negotiation Council, Comrade Onibonokuta Obasanjo and Comrade Adeleke Abiodun respectively and obtained by THESOURCE, gave the government seven ultimatum which commenced from Tuesday, 5th April.
The union expressed a great displeasure over their patience and understanding with the government which they said was taken for granted.

RE: REQUEST FOR IMPLEMENTATION OF THE NEW MINIMUM
WAGE CONTEDISS SALARY TABLE FOR THE STATE OWNED TERTIARY INSTITUTIONS: NOTICE OF STRIKE Arising from its emergency meeting of the Joint Negotiating Council (JNC) of the Osun State-Owned Tertiary Institutions namely:
Osun State College of Education, Ilesa;
Osun State College of Education, Ila-Orangun; Osun State Polytechnic, Iree; and Osun State College of Technology, Esa-Oke held on Tuesday, 5th April, 2022 at Osun State College of Education, Ilesa to discuss the Non-Implementation of the New Minimum Wage (Contediss Salary Table for the State-Owned Tertiary Institutions), 65 years Retirement age, Salary Arrears, Deduction Arrears and 2019, 2020 and 2021 promotion exercises and others.
1. Implementation of the New Minimum Wage with the New Salary Table:
The Council in session extensively considered the delay in the implementation of the New Minimum wage as its affects only the Tertiary Institutions in the State, the Council seriously frowned at the way and manner the Government is treating our issues despite the unusual cooperation and understanding we had with the Government.
Year Retirement Age: The Council equally considered the issue of 65 years Retirement Age, that the law signed by the Osun State Government through His Excellency, Governor Rauf Adesoji Aregbesola on July 21, 2014 stipulated that the retirement age for all categories of workers in the State-Owned Tertiary Institutions will be 65 years (irrespective of the length of service). The Council noticed with dismay that the Bureau of Pension Service is insisting that 35 years of service i still being used for our retiring members despite the exisung law duly enacted by the State of Osun House of Assembly and assented to by the then Governor, Ogbeni Rauf Adesoji Aregbesola. The Union demands that a letter of clarification from Government be released with immediate effects.
3. Salary Arrears and Deduction Arrears: The 30months arrears of modulated salary which His Excellency Governor Gbonyega Oyetola promised to pay since is still being awaited despite having spent more than three years in office. The Union demands the immediate payment of the 30 months arrears.
Also the Union frowned at non-payment of deduction arrears for four months of May and June 2019, February and April 2020 which are still outstanding. The Union demands the release of these deductions. without further delay.
4. 2019, 2020 and 2021 Promotion Exercises: The Union is serious dissatisfied that 2019, 2020 and 2021 promotion exercises are still being delayed despite the fact that a circular for their commencement had been issued by the State Government. The Union demands for immediate commencement and completion of 2019, 2020 and 2021 promotion exercises without further delay.
5.Contributory Pension Fund: it is very unfortunate that the issue of contributory pension’s scheme has not been resolved despite the continued agitations and recommendations from various unions on the
matter. We therefore demands immediate actions on it as follows:
The remittance of monthly deduction from staff salary and Government counterpart fund as and when due to our PFAS;
Payment of arrears of our contributory pension Fund Fund Administrator without further delay; and
to our Pension
• Payment/settlement of BOND with our PFAs to ease the plight of
Grant/Subvention: Our institutions are state-owned, therefore we want to plead that the State of Osun should seriously consider giving us grant/subventions either quarterly, bi-annually or even yearly as it was before. A visit to our various campuses will show that most of the physical developments that we have on ground are financed by the Tertiary Education Trust Fund (TT Fund). In fact, if not for TETFUND funded projects, most of our campuses would not have been able to attain the level of face lift they have to day. Consequently and in order to be able to continually maintain the aesthetic beauty and sustain the confidence of the agency (TETFUND), there is need for fund to adequately maintain these facilities, solve salary and emolument problems and even sufficiently expand investment in profitable ventures.
7. Review of edicts that established our Institutions: The Government should consider and approve our request for the immediate review of the state owned tertiary institutions edicts which are now obsolete without further delay.
8. Under/Staffing: It is very painful that the last recruitment done in the state-owned tertiary institutions was in 2008 and most of our institutions are seriously under-staffed because there are no replacement for the retirees, those who died in active service, and those who transferred their services.
9. Complete Domestication of Polytechnic Act 2019 as Amended/National Commission for Colleges of Education Scheme and Condition of Service 2015: We want the Government to begin to relate with pour institutions using the recent and latest document such as the polytechnic Amendments Act 2019 and National Board for Technical Education (NBTE) 2013 Scheme of Service; National Commission for College of Education (NCCE) Scheme and Condition of Service 2015.
